Qualifications of Employees

Matt Gaughan, P.E. founded Plus Six Engineering, LLC in early 2016 to bring his 20 years experience in program and construction management to Owner agencies for the delivery of capital improvement programs and projects. His responsibilities on a variety of programs have included: program set-up and planning, coordination and updating of existing programs, standards development, risk identification and management, cost estimating, procurement of design consultants and construction contractors, development and implementation of quality control and assurance plans, project management of design / bidding / construction, and providing technical assistance. Over the past 15 years, Matt has played key roles on program and construction management teams for over $4B worth of water and wastewater capital improvement programs, including: the Tarrant Regional Water District IPL Project, City of Austin South I-35 Water / Wastewater Program, Austin Clean Water Program, and Chicago Department of Water Management – Chicago Water Partners. Mr. Gaughan is an active member of various AWWA and ASCE committees for the development of standards and manuals of practice.

Mildred Gaughan co-founded Plus Six Engineering, LLC in early 2016 forming a team dedicated to supporting Owner agencies in the delivery of capital improvement programs and projects. Ms. Gaughan has managing role in the firm and is responsible for contracts, accounting, human resources, marketing and general administration.

Charles Cameron has 22 years of engineering experience in wastewater, pipelines, water, water mains rehabilitation assessment and planning, program management, design and construction management, Geographical Information Systems (GIS), and Digital Image Processing. Most recently, Charles continues to serve as construction manager for several major water conveyance projects including over 45 miles of 108-inch steel water line and 500,000 cy reservoir/earthwork with a total construction cost of $240M.

Chance Chatman has 13 years of experience as Landman, Pipeline Inspector and GIS Manager for water and oil and gas industries.   Chance’s experience as Landman includes oversight of acquisitions of mineral rights, acreage for drill sites, as well as pipeline and waterline easements for the oil and gas industry (Barnett Shale in North Texas, DJ Basin in Northern Colorado, and West and South Texas Oil and Gas plays) and the water industry. Chance’s experience as Pipeline Inspector includes daily inspection and record upkeep for 108-inch steel water line. His GIS management includes keeping real time up to date information for each client, as well as production of data and maps for multiple data streams and maintaining a working database of country wide company leases.

Brandy Walker has over 23 years of extensive experience managing complex projects, operations, technical processes, and staff members in the areas of business analysis, information management, litigation support, and project management.  She has demonstrated success in negotiating contracts, executing root cause analysis, and identifying process improvement opportunities.  Brandy is adept at leading and completing multimillion-dollar projects within time and budgetary constraints and is expert in resolving impeding issues, mitigating potential risks, and defining actionable recommendations.  She is proficient in leveraging superior collaboration skills to develop and foster trusted relationships.  Her project experience includes working as a consultant on the Tarrant Regional Water District’s Integrated Pipeline Project and on EPA projects of national significance such as The Space Shuttle Columbia Disaster, Hurricane Katrina, and the BP Oil Spill.

Mathew Sharma has 15 years experience as an MBA Accountant with strong interpersonal, analytical, time management and leadership skills. Mathew possesses expertise in financial transaction recording, account reconciliation and reporting in accordance with GAAP and IFRS. He has excellent research aptitude and ability to resolve ambiguous tax and audit problems. Mathew is a great team player with abilities to work simultaneously on multiple assignments. He has a proven track record of working with minimal guidance in team environment and as an individual contributor. He has outstanding verbal and written communication skills, excellent negotiation and organizational skills and is adept at establishing priorities.

Shelbi Johnson is PSE’s newly Assistant Construction Management intern. Shelbi has worked as an intern on the IPL Project since 2017 where she assists program team with field assignments, documentation, database updates, O&M manual compilation and asset management data collection. Shelbi is a Construction Management student at the University of Texas at Arlington.

Luis Varela is PSE’s new Project Engineer.  Louis joined PSE as an  Engineering / Construction Management intern assisting the program team with field assignments, documentation, database updates, cost records and quality management records. Luis is a Construction Management student at the University of Texas at Austin.

 

Mike Beck Mike Beck has 12 years experience as an Information Technician with strong technical and administrative skills. Mr. Beck is experienced in MS Windows, SharePoint and InfoPath as well as general networking and security.

Demonstrated Ability to Fulfill DBE goals

Plus Six Engineering has experience with delivering programs with heavy MBE/WBE participation goals as demonstrated below:

  • As an example of demonstrated ability in fulfilling DBE Goals, Mr. Gaughan served as Deputy Program Manager to complete the Austin Clean Water Program while far exceeding MBE/WBE participation in all phases of this program.
  • For the IPL project – PSE personnel are not only tasked with administering contracts to track DBE progress, resolve discrepancies, and report findings, but we have also helped develop strategy in procurement bundling and outreach to maximize participation by consultants, contractors and vendors.
  • Plus Six Engineering is also a Woman Owned Business Enterprise with  certification from the Women’s Business Council Southwest – Certification # WBE1800453 and a State of Texas HUB – #############
